WA application of NCC 2022 for Alterations and Additions

State: WA

Assessor Question:

Members especially have questions on how the WA Government intend to implement NCC 2022 energy efficiency [including Whole of Home] provisions for Alterations and Additions.

WA Government Response:

The implementation of the existing building provision Notes* to Part H6 from NCC 2022 Amendment 1 provides for the application of the Performance Requirements in Part 2.6 of NCC 2019 Amendment 1. This maintains the terms ‘to the degree necessary’ and ‘appropriate to’ which will facilitate the ongoing use of the Performance Solution template - WA Alteration & Additions Protocol for Energy Efficiency.

Subject to the approval of the building surveyor, industry is able to continue to use the Protocol for alterations or additions to dwellings that were approved under the energy efficiency requirements from an addition of the BCA other than NCC 2022.

Any dwellings that have applied the new 7 star and Whole of Home provisions from NCC 2022 to their base build should be able to accommodate future additions to the same standard, so the protocol concept of a weighted average based on proportional relevance is not appropriate for such buildings anyway.

*A1G4(3)(g) confirms that a “Note” is part of a provision or requirement and provides additional mandatory instructions.
