What should private & council certifiers be looking for regarding energy efficiency compliance requirements for WA & what should energy assessors in WA be supplying to show compliance with NatHERS and Elemental Deemed to Satisfy pathways?


WA Government Response:


Part A5 of the NCC covers the evidence of suitability requirements that apply to any compliance solutions. A5G9 is specific to NatHERS assessments which will require a genuine NatHERS certificate to be provided with any assessments that use the House Energy Rating Software option from H6D2(2)(a). The current building legislation doesn’t preclude the use of non-accredited assessor issued certificates, however, it is the role of the building surveyor who will be signing the certificate of design compliance (CDC) to determine whether a person providing an Expert Judgement is considered an expert. 

 

Other than the application of A5G9, the building legislation in WA leaves it open to the certifying building surveyor to determine the level of documentation that is necessary to demonstrate compliance, but section19 of the Building Act 2011 (the Act) and the certifier statements on the CDC create an obligation for the certifying building surveyor to ensure that the plans and specifications they have relied upon will demonstrate how the building or incidental structure will comply with each applicable building standard.
